Kiowa County Public Library District Accessibility Statement

Article I: PURPOSE

The Kiowa County Public Library District (KCPLD) offers online platforms to further its mission of Connecting, Preserving, Empowering, Inspiring, and Growing Together to meet the needs of many.

The following Web Accessibility Policy and Statement is to outline our commitment to meet Web Content Accessibility Guidelines (WCAG) version 2.1, level AA, in accordance with Colorado House Bill 21-1110, Colorado Senate Bill 23-244, Rules Establishing the Technology Accessibility Standards 8 CCR 1501-11, and Colorado House Bill 24-1454. These laws and rules provide standards for local government and public entities to meet in order to offer accessible content for all. The WCAG guidelines explain how to make web content accessible and are widely recognized as the benchmark for accessibility.

Article II: SCOPE

KCPLD values each visitor’s access to content produced by the Library. We are committed, and will be continuously working, to improve the accessibility of our website by using best practices to ensure an inclusive browsing experience for all users. This includes our website, online catalog, and district documents and content.

Article III: COMPLIANCE

KCPLD is working hard to review all areas of Library-produced web applications, content, and documents on an ongoing basis. In our commitment to transparency, we have created a Web Accessibility Compliance Plan (see Appendix A of this policy for more information) to help us set goals to meet as many of the July 1, 2024 deadlines as we can. However, we know we will not be able to complete all of these goals by July 1, 2024. It is our hope, though, that by providing this compliance plan users can see the good-faith efforts we are making to comply with WCAG 2.1 Level AA, HB21-1110, SB23-244, 8 CCR 1501-11, and HB24-1454. This plan will be updated at least quarterly (March, June, September, December) by the last day of the month to demonstrate concrete and specific efforts made toward compliance.  

Also, as a public library, we hire the services of many web vendors to supply an array of digital content for our patrons to use. While we cannot control the accessibility of content provided by third parties, we will work to ensure third-party content providers know of our Web Accessibility Policy and Statement and will favor providers based on their accessibility conformance claims.

Article IV: EXCLUSIONS

While KCPLD is working to make all of the Library’s website and content accessible, the following content will be excluded from these standards:

  • Kiowa County Yearbooks 1950-2018 – Due to the undue financial and administrative burden we would face to make these Portable Document Formats (PDFs) accessible by July 1, 2024.

However, these PDFs will remain on our website with the following disclaimer: These PDFs do not meet accessibility compliance. Please contact us through the “Report an Accessibility Barrier Form” and we will work to assist you with accessing this content in an alternative way.

Article V: REPORT AN ACCESSIBILITY BARRIER

We will respond within ten days of receiving submission and will work diligently to ensure proper steps are taken to address the barrier. Please be specific when describing the information you seek or the barrier you encountered. If we cannot resolve the problem due to an issue stemming from a third-party content provider, we will work to assist you with accessing this content in an alternative way. Please also be aware that while personal details are required to adequately record and respond to an accessibility barrier report, this information will be treated with the utmost confidentiality; except as otherwise required by the Colorado Open Records Act.

We are committed to ensuring that our web content remains accessible to all users. As technology evolves and accessibility standards continue to develop, we will strive to implement new features and enhancements to improve the accessibility of our content for the benefit of all.

Appendix A: Web Accessibility Compliance Plan

In our commitment to transparency, we have created a Web Accessibility Compliance Plan that has been created using Google Docs. This plan is a living document that will be constantly changing. We will update the plan at least quarterly (March, June, September, December) by the last day of the month to demonstrate concrete and specific efforts made toward compliance. Upon request of a paper copy of this Web Accessibility Policy and Statement by users, library staff will include a printed copy of the current Web Accessibility Compliance Plan and attach it as Appendix A to this policy.
